What is a PD&E Study?

The PD&E Study is an extensive process that was developed in order to determine social, economic and environmental impacts associated with a proposed transportation improvement project. This process, mandated by the National Environmental Policy Act (NEPA), is a combined effort of professionals who analyze the project-related information to develop the best alternative for a community’s transportation needs.

The PD&E Study consists of three equally important elements: preliminary engineering, environmental assessment, and public involvement. The preliminary engineering efforts focus on the design and technical aspects of the various alternatives developed for the corridor. The environmental assessment element evaluates potential impacts for both the natural  (such as: wetlands, wildlife corridors, floodplains) and the human environment (such as: neighborhoods, churches, schools). Designed to keep the community informed, the public involvement element provides opportunities to review and comment on the studies findings.
